Statement by the KATUTU Civil Rights Center on Mozambique’s Government Repression of Peaceful Protests

The KATUTU Civil Rights Center unequivocally condemns the Mozambican government’s use of violent repression against citizens peacefully protesting alleged election rigging and demanding accountability. This heavy-handed response including the deployment of armoured vehicles, heavily armed riot police, and helicopters has resulted in numerous injuries, deaths, and the detention of over 370 individuals. Such oppressive actions starkly violate the fundamental human rights of Mozambicans and undermine the democratic principles that should be at the core of the nation’s governance.

Mozambique has a history rooted in the struggle for freedom, with FRELIMO emerging as the vanguard of the liberation movement against Portuguese colonial rule. Yet, over the years, the values that once inspired hope for a democratic, just, and free Mozambique have eroded, replaced by corruption, authoritarianism, and systematic abuses of power. In recent years, Mozambican citizens have frequently taken to the streets to demand transparency, accountability, and a voice in governance. Each time, the government has met their calls for change with force and repression. This recent wave of violence against protesters is a tragic reflection of the government’s continued refusal to allow meaningful change and its ongoing disregard for citizens’ rights to free expression, association, and peaceful assembly.

The Southern African Development Community (SADC), as a regional body committed to peace, stability, and democracy, has a vital role in addressing these injustices. SADC’s mandate calls for the upholding of democratic principles within its member states. The KATUTU Civil Rights Center calls on SADC to immediately step in and hold the Mozambican government accountable for its actions. SADC must not turn a blind eye to these clear violations of democratic norms and human rights.

We demand that the Mozambican authorities take immediate action to end the violence, release all detained protesters, and allow an independent and transparent investigation into both the alleged election irregularities and the recent instances of police brutality. The people of Mozambique deserve a government that reflects their will, respects their rights, and is held accountable for its actions. In standing with Mozambicans, the KATUTU Civil Rights Center also calls on the international community to pressure the Mozambican government to honour its democratic commitments and protect the right of all Mozambicans to peacefully demand fair governance.

Let us be clear: Mozambican citizens should not face persecution and brutality for seeking a transparent and accountable government. We urge SADC and the global community to stand firmly in solidarity with Mozambique’s people and to support their struggle for a truly democratic future.
